  City leaders hope introducing free Wi-Fi
 
As his one-year anniversary as a city employee approaches, Garrett can point to several ways he’s working to change that. It’s a digital makeover he and elected officials hope will yield greater governmental transparency and extra coins in downtown merchants’ pockets.

The transformation includes the creation of a smartphone app, a vastly redesigned website and free Wi-Fi for patrons on or near the Downtown Plaza. The free, high-speed Internet service may boost patronage downtown, Garrett said.

The connection would be relayed by 10 antennas mounted to the top of buildings, with consent of their owners. 

At first, it would only be available along Main Street from just east of Division Street to West Market Street, encompassing the Downtown Plaza. The company that designed the app, Las Vegas-based MyCommunity Mobile, waived the $15,000 upfront fee, only charging the city $500 a month for hosting and maintaining the program, Garrett said. 

There’s the basic information: a list of city parks, a calendar of city-hosted events and meetings, photos and email addresses of the mayor and council members. But the app also enables users to report problems in a high-tech way. 

Within the app, they can take a picture of the issue, and the phone’s GPS system automatically tags it to the coordinates of the location. Garrett is designing the new website himself, saving the city an estimated $20,000 in vendor fees. 

The existing website was created by a moonlighting city police officer 10 or 11 years ago, he said. Its coding language is so antiquated that new versions of the web browsers Chrome and Safari no longer support one of its key features.
